    The Day of Remembrance of Russians who performed their duty outside the Fatherland, celebrated on February 15, is established by the Federal Law of November 29, 2010 “On Amendments to Article 1. 1 of the Federal Law” On the Days of Military Glory and memorable dates in Russia. “Commemorative the date was introduced as a sign of memory of compatriots who showed selflessness and devotion to the Motherland during the period of participation in hostilities outside our country after World War II, fulfilling the international obligations assumed by the USSR and the Russian Federation to provide military assistance to friendly countries. The Day of Remembrance gave official status to memorable events dedicated to the performance of duty by Russians outside the Fatherland, traditionally held by veterans of the war in Afghanistan on February 15 (the day of the withdrawal of Soviet troops from this country).In 89, the last units of the Limited Contingent of Soviet Forces returned to their homeland from Afghanistan, where, in a difficult situation, Soviet soldiers and officers steadfastly and courageously resisted the forces of international terrorism and drug trafficking. From 1979 to 1989, more than 650 thousand military personnel took part in the hostilities in Afghanistan a limited contingent of Soviet troops and 200 thousand civilian citizens of the USSR of almost all nationalities. Soviet losses amounted to 15,051 people. The withdrawal of troops from this country marked the end of the Afghan war for the Soviet Union. The memorable date of February 15 is addressed not only to veterans of Afghanistan. According to the Ministry of Defense, after the end of World War II (1939-1945) more than 1.5 million of our citizens took part in more than 30 wars and armed conflicts outside the country, 25 thousand of them died. Soviet soldiers and officers fought in Korea, Vietnam, Syria, Egypt, Mozambique, Angola, Ethiopia, Nicaragua, Cuba and other countries. Russian military personnel “put out “hot spots” in the republics of the former USSR, were part of the peacekeeping contingent in Yugoslavia, Abkhazia, South Ossetia. The Day of Remembrance for Russians who performed their duty outside the Fatherland is intended to help strengthen the patriotic consciousness of Russian citizens. Today, Russian military personnel are outside the country, both as part of the UN peacekeeping contingents and in Syria, where since September 30, 2015, at the request of the Syrian president, they have been taking part in the anti-terrorist operation. According to the Russian president, Russian military personnel not only help in freeing Syria from terrorists, but also protect their home, preventing militants from entering Russia and neighboring republics.The active phase of the military operation of the Russian Armed Forces in Syria continued until December 11, 2017.
